UK: Consultation Launched as City Plant Ltd’s Applies to Change its Environmental Permit for Gilberdyke landfilll

Environment Agency Seeks Views on Proposed Changes to Gilberdyke landfill permit

Comments to be filed by Friday 10 August 2012.

City Plant Ltd has applied to change its permit to complete the site and bring it towards closure, including how it will be managed in the years after the site stops taking in waste.

City Plant Ltd wants to make these changes to ensure that the site is full by the deadline in the planning permission (November 2013). This application will also enable the company to finish the site and close it sooner.

Matthew Woollin at the Environment Agency said:

"The changes to this permit affect how the site will be completed, and how it will be managed once it is closed."

"We have accepted the application and we are now seeking comments from the public on these proposals. We will consider these comments when making our decision about the application. We will undertake further consultation on a draft decision when this is ready."

The proposed changes are:

• Amendment of the pre-settlement levels (the contours of the site as described in the permit). They propose that the levels at the highest point be changed to around 19 metres pre settlement, from around 14 metres post settlement.

• Installation of gas engines to produce electricity from landfill gas and improve gas management at the site

• Amendments to the groundwater monitoring scheme


Although we do not control how quickly a site should be filled, or set an end date (this is controlled by the site's planning permission), this is not an application to increase the life of the site.

City Plant has also made a separate application to vary its permit. This application proposed to increase the amount of waste the site can take annually from 70,000 tonnes to 200,000 tonnes. We are not consulting on this application yet, but we will consult on the draft decision.
